		<description>As the author of the offending quotation, may I explain it?  This is part of the Synod&#039;s question time, not a debate.  The question was a classic ambush to get the powers that be to explain a small detail.  Once I had received the answer, I was able to ask a supplementary which made the point that the parishes are the heart of the Church of England.  And I did it in such a way that got a laugh!  By such small methods a member can make a key point by an unexpected route.
Finally, if you really want to quote a dreary debate, try listening to the session we had on the ecumenial canons!</description>
