The presence of a menu on the other part of the window, and of chopsticks on the table inside, suggests that the ‘premise’ in question is a Chinese Restaurant.

This being so, I find the sign you highlight strangely reassuring (although ‘Dog is not allowed on this menu‘ would be more so).

That is fantastic, it’s a cryptic mystery. Who is Dog? or which Dog is not allowed …. and what is the premise, alluded to but not defined, that forbids entry.
I think this should spawn a whole bunch of cartoon signs that are cryptically forbidding but ultimately non-sensical.
