It is indeed a seagull standing on a plastic roof with the photo being taken from underneath. It is a young herring gull which is why it doesn’t look white.
The cottage is the one we stayed in last week in St Ives. We love St Ives.

I went to St Ives last week, but it was full. So I had my cream tea somewhere else.
